Some history about this (because my dad owned a bunch):
It's either a Dodge Omni or Dodge Horizon. They were originally designed by Simca in France, and the bodies were imported to the US. They saw a mix of european engines, and eventually saw a 2.2L 4 banger, because us 'muricans need powerrrrrr and that was the final engine when it was "fast enough" for people here.
I also learned on an 89 Omni 5spd, so I have a somewhat intimate knowledge of these monstrosities. Also did plenty of work on it with my dad. I showed him the picture, and he said the only way to tell the difference would be either on the hood or the rear hatch, otherwise the cars are nearly identical depending on how the car was optioned out.
My dads was nearly identical to that one. Black stripe down the side, the same front bumper, and a matching one on the back of the car. He called them total garbage, but the one he kept the longest was 23 years old when he finally sold it, less than 80k on it, original clutch/trans etc, even after teaching 4 people to drive over a span of about 10 years. Here's what it looked like:
I even had a teacher in high school who said she had one long ago, and the rear Omni badge got broken and she put stickers around it so it ended up saying "bomb."

Based on the grille, I'd say it's a Plymouth Horizon. My mom had an Omni back in the day.
